The Crash β€” Official Timeline, Evidence & Legal Updates

A teenage cyclist, Ryan Meuleman, was struck by an SUV and seriously injured in Blairgowrie, Victoria, Australia. In the aftermath, responsibility for the crash was disputed, and Ryan was publicly blamed for the incident by future Victorian Premier Daniel Andrews and his wife, Catherine.  The crash resulted in lasting physical injuries, significant mental health impacts, and profound personal and legal consequences for Meuleman. This website documents the crash, subsequent police and administrative handling, media reporting, and ongoing legal proceedings, presenting an evidence-based public record of events commonly known as the Bike Boy Scandal.

Background and Context

On 7 January 2013, at approximately 1:02 pm, 15-year-old Ryan Meuleman was struck by an SUV while riding his bicycle in Blairgowrie, Victoria, Australia. The vehicle was driven by either then-Opposition Leader Daniel Andrews or his wife, Catherine Andrews.


Ryan sustained critical injuries, including a punctured lung, ruptured spleen, internal bleeding, broken ribs, and multiple fractures. He survived, but the crash permanently altered his physical health, mental wellbeing, and life trajectory.


Disputed Accounts


From the time of the crash through Daniel Andrews’ tenure as Premier of Victoria β€”and continuing after his departure from officeβ€”Daniel and Catherine Andrews have denied responsibility for the collision. They have publicly maintained that Ryan collided with their vehicle, rather than being struck by it.


In public statements, former Victorian Premier Daniel Andrews said Ryan β€œt-boned our car”, while his wife, Catherine Andrews, stated β€œthe crash was the cyclist’s fault ...he hit our car”.


Photographs of the vehicle obtained through Freedom of Information requests show damage to the front of the SUV, including a shattered windscreen and a deflated tyre. The pattern and location of this damage are consistent with the injuries sustained by Ryan Meuleman and with his account of how the collision occurred.


No criminal investigation has ever been conducted into the crash, despite the severity of Ryan’s injuries and longstanding disputes about how the incident occurred.


The Defamation Proceedings


Ryan Meuleman v Daniel Andrews & Catherine Andrews

In December 2025, Ryan Meuleman commenced defamation proceedings against Daniel and Catherine Andrews in the Federal Court of Australia. The proceedings relate to joint public statements issued by Daniel and Catherine Andrews which Ryan alleges falsely blamed him for causing the crash.


The Push for a Full Criminal Investigation

New evidence uncovered by Ryan’s investigation team is also being prepared for submission to the Chief Commissioner of Victoria Police, Mike Bush. Ryan’s objective is for the Chief Commissioner to review this material and determine whether further criminal investigation is warranted in light of the evidence now available.
